In which cases can you study at two universities in parallel?
Russian education laws do not prohibit the parallel development of educational programs. They can be different fields of study at the same university or at two universities that are not related to each other. Also, if there is a desire, in addition to “high school,” to attend a specialized secondary education or to enroll in university, the student has every right to do so.
You can enroll at two universities in one year or with one shift. Often, students who understand that they want to continue their education apply for a second higher education at 3-4 years. After that, it is somewhat easier to pursue further education: many general subjects (for example, history, modern scientific concepts, computer science, etc.) can be re-enrolled in “University No. 2”.
Which forms of training can be combined?
There are no legal restrictions on studying parallel studies at two universities. In practice, however, it is almost impossible to have two classes of full-time education simultaneously: classes are taught simultaneously, attendance is monitored, and the load is designed so that students spend most of their time learning.
Therefore, the combination “full-time + full-time” is quite rare, usually in one of the following cases:
- we are talking about studying in two fields of study at one university, and the study programs partially overlap;
- In recent years, a student enters second higher education when sufficient time has already been spent in the timetable on independent entrepreneurship and the preparation of a diploma, and some of the courses can be re-enrolled at the new university.
As a general rule, when studying at two universities, they combine:
- full-time training in one location with part-time or evening training in another,
- evening form (part-time) with part-time,
- two correspondence courses.
Studying at two correspondence universities simultaneously can be difficult if the dates of the sessions coincide. This is because the load on the correspondence student during the session is very high, tests and exams can be taken almost daily, and “maneuvering” between the two educational institutions can be complex.
Distance learning, which requires flexible scheduling to master the program, can usually be “tempered” by the student himself so that it can be combined with any study.
Is it possible to study at two universities on a budget?
According to the Russian education laws, a person can have unlimited higher education, but it can only be done once on a budget basis.
Therefore, it is impossible to get two higher studies at the state’s expense. Regardless of whether you study simultaneously or attend a second university after graduating from the first, you will receive a second degree at your own expense.
In this case, only a master’s degree or technical school can be free (the presence of a graduate degree from a university does not affect the right to free secondary vocational education).
How to handle documents in parallel studies at two universities?
When accepting documents for college, you can submit both the original high school transcript and its copy to the admissions office. However, to be enrolled in the student ranks, it is generally required to present the original certificate to the university.
There are two ways to solve this problem: one can be called “unofficial” – in some universities, they can be content with a notarized copy of the certificate when taking a business course (usually evenings or part-time). Is this possible? It is best to inquire about this with the educational institution’s admission office.
Adhering to the “letter of the law,” then according to the law of the Russian Federation, “On higher and postgraduate education” with parallel training at two universities (or in two specialties at the same university), a person studies one of the programs “in general,” and according to the second – in the status of not a student, but a “listener.” For registration, students submit a certified copy of the certificate to the university, accompanied by a certificate proving that they are studying at another university, and sign an agreement with the educational institution for a fee.
The university cannot refuse admission under these conditions: the right to a second higher education at the same time as the first statute and the audition statute are laid down in Article 18 of the Higher and Postgraduate Education Act. Furthermore, all recognized higher education institutions must adhere to this.
How is a listener different from a student?
The status differences between the student and the listeners are more of a legal nature, which does not affect educational issues. Students of the same volume master the course, follow practical training, defend theses and theses, and receive a “general basis” diploma (there is also no indication of a “special” status).
At the same time, the student has the right to choose independently at which of the two universities he is listed as a student and in which – as a student with tuition fees.
Status may change during the investigation. For example, suppose a person is already studying at a commercial university and “passed” the competition for the budget at another university. In that case, he has the right to apply for transfer to the status of a listener at his first place of study and become a state student. Furthermore, if you have completed your studies at the university where the original certificate is but continue to master the education at another, “university number 2” will become your only place of study. Nothing will prevent you from transferring to the status of a contract student.
So you can study at two universities simultaneously, entirely legally, with student status on one and listener on the other.
